How the elder priority rule is justified in distributing medical resources?

Abstract
When it is impossible to distribute to all parties due to lack of medical resources, We have to decide to whom and how to distribute it. The same is true of the distribution of the COVID-19 vaccine. the COVID-19 vaccine is generally distributed in the order of age in Korea. This can be seen as an elder priority rule. This rule can be seen as a conclusion presented by one argument. So to justify this rule, The premise of supporting it should be presented. This premise consists of principles and conditions. Principles related to age, such as ageism, already exist. However, it is possible to justify the elder priority rule by introducing the worst off priority principle and the treatment aim principle and considering side effects. Using these principles is more reasonable to justify the elder priority rule.
